If you were writing up the entire lab, there would be 2 questions:

"How bright will a glow stick glow in different temperatures of water?"
"At what temperature will the least light be given off from a glow-stick?"

As you are only required to write up the 2nd part (with your own experimental plan), the question is the following or similar:

"At what temperature will the least light be given off from a glow-stick?"
